It's funny in a sarcastic way. And a reminder of how big of a culture shock the Capitol still is to Katniss, as the newest Victor (along with Peeta, but he's way better at reading people and situations).

Johanna is a bitch but she's an honest and justifiably pissed one. Her explanation literally says it all. You can't get drawn twice in the regular Games but you still have to deal with the Quarter Quell. And if this plot went longer, i wouldn't be surprised if Snow made Half Quells or Century Quells.
